How Will The Wildfires Impact San Diego Real Estate?

Projecting the impact requires a history lesson and a boatload of speculation. Here are my random thoughts and guesses:

After the 2003 wildfires, real estate activity actually bumped up near impacted areas. Many financially able families sought stability, convenience, and even investment by buying a home in their old neighborhood. As the fires burned, one fire victim snapped up a Scripps Ranch condo I had for sale.

Here are some factors that I foresee having varying and untold impacts on our local housing market:

- Immediate decrease in available rentals, especially near impacted areas.
- Some will again seek the stability of owning a home in their old neighborhood as they wait for their home to be rebuilt
- Others will move closer to the coast to get away from perceived fire-prone areas
- A few may move out of San Diego entirely to get away from fire risk. (Don’t all cities have their own risks: tornado, hurricane, etc.?)
- Many contractors, construction workers, and tradespeople on the brink of losing their homes due the homebuilding slowdown will find work in the rebuilding process and be able to keep their homes.
- Market perception. Last time we were in the midst of a buying frenzy. This time, will people take advantage of bargain-basement prices?

Summary: Rental shortage + a small bump in real estate sales near impacted areas.

Foreclosure Assistant Needed Now

HomeBUYING Question


"I’m seeing lots of ads touting short sales, most of which seem priced pretty well. Are they good investments?"

***ANSWER:
[NOTE #1: I’m repeating a question/answer on short sales from July as too many people are still futilely trying to buy homes that are short sales and will never close.]

[NOTE #2: a short sale is when someone is selling a property with a loan(s) that exceeds the property value and the owner doesn’t have funds to cover the shortfall. For a sale to happen, the bank must agree to take a loss, which they may do if they believe they’ll otherwise have to foreclose on the property.]

I’m seeing too many clients being drawn like moths to a flame to short sales that will NEVER close.

Why won’t they close?

It’s a long answer, so bear with me…

If you’re trying to buy a short sale property, you must wait 2-12 weeks after the offer is accepted to see if the bank will approve their loss.

With plenty of homes to choose from in today’s market, why would you be willing to wait that long?

You guessed it: to get a bargain.

And that’s why many agents are pricing their short-sales low, often unrealistically low, in order to generate offers.

But banks are not in the business of losing money (at least, not on purpose). So they won’t agree to a price way below market value. Maybe a little bit below, but not much.

So you have what I call the “Short Sale Catch 22”:

It must be a bargain to attract a buyer. But banks won’t agree to a bargain price.

So the only short sales that get approved (I’d guess 25% of them) are where either:

- the bank gets a low appraisal and agrees to a low price, OR
- the buyer is willing to pay close to market value

The upshot is that most short sales are pipe dreams. And unless you’ve got a lot of time to dream, I wouldn’t waste your time.


HomeSELLING Question


"Can you tell me about Propositions 60 and 90 and how I can keep my low tax base if I sell my home and buy another one?”

***ANSWER:
Prop 60:

If you qualify, indeed you can sell your San Diego County home and move your current low property tax base to your newly purchased San Diego County home.

Rules:
1. Both homes must be principal residence
2. Replacement must be of “equal or lesser value”
3. One spouse must be at least 55 when the original home is old.
4. Can only do one time

“Equal or lesser value” is a loose term and depends on when you buy. Your replacement home can be up to 100%, 105%, or 110% of the price of your old home:
1. 100% if replacement home was bought before the sale
2. 105% if bought in first year after sale
3. 110% if bought in second year after sale

Certain rules do allow you to build or add onto your replacement within this time period. For more info on this, contact the tax assessor’s office.

Prop 90:

You may move your current property tax base to/from any of the seven “reciprocating” California counties under the same rules as Prop 60. Reciprocating counties as of 11/5/04:

San Diego, Alameda, Los Angeles, Orange, San Mateo, Santa Clara, Ventura.

Note that Riverside and San Bernadino are NOT reciprocating counties.

Investing or Financing Question


"What’s the difference between a repo, an REO, a bank-owned home, and a foreclosure?"

***ANSWER:
A “repo” (repossession), REO (real estate owned by a bank), and a bank-owned home are all the same thing.

The term “foreclosure: could refer to any of the 3 stages of foreclosure:
1. When the owner is behind on payments and a Notice of Default has been filed
2. The foreclosure auction on the courthouse steps
3. After the auction if the bank ends up with the property (REO)
